A Milestone in Public Health
On August 8, 2022, AFENET participated in the official launch of the SCALES 3.0 strategy in Abuja—a groundbreaking initiative by the National Primary Health Care Development Agency (NPHCDA) aimed at accelerating COVID-19 vaccination across Nigeria. More than just a vaccination drive, SCALES 3.0 integrates routine immunization and other essential primary health care (PHC) services to enhance public health delivery nationwide.
The event brought together key stakeholders, including government dignitaries, donor agencies, and implementing partners, and was chaired by the Secretary to the Government of the Federation (SGF) and Chairman of the Presidential Steering Committee on COVID-19, Boss Mustapha.

AFENET’s Role in Capacity Building
Ahead of the SCALES 3.0 launch, AFENET played a crucial role in training frontline health workers to ensure smooth implementation of the strategy. A total of 5,770 PHC workers across Nigeria’s 36 states and the Federal Capital Territory (FCT) underwent capacity-building sessions, equipping them with the knowledge and skills to improve vaccine uptake and PHC service delivery.
This investment in healthcare capacity is vital in ensuring that vaccination efforts reach every community efficiently, counter misinformation, and increase public confidence in immunization programs.

The SCALES 3.0 strategy marks a pivotal moment in Nigeria’s COVID-19 response and broader public health landscape. By combining COVID-19 vaccination with routine immunization and essential health services, Nigeria is strengthening its health system against future outbreaks
