BACKGROUND
The Data Technical Officer will support AFENET’s work with the Nigeria Centre for Disease Control and Prevention (NCDC) to strengthen cerebrospinal meningitis (CSM) surveillance, preparedness and response in Nigeria. The project focuses on case confirmation, outbreak response, and the quality and use of surveillance data, including evidence for vaccine-effectiveness and vaccination-impact assessments. The role will provide technical support for data collection and analysis, data visualization, data quality improvement, and the use of data-management tools.
Working closely with programme teams and government counterparts, the Data Technical Officer will translate information needs and programme requirements into practical data and digital solutions, while supporting the use of SORMAS, the national platform for meningitis surveillance, and related platforms such as DHIS2. The role will also contribute to capacity building, technical support, innovation, and the continuous improvement of data systems to enhance programme performance and the effective use of data.
PURPOSE OF THE ROLE
The Data Technical Officer will provide technical support for data collation, cleaning and analysis, visualization, and data-use initiatives. This role will contribute to the development and enhancement of applications and tools that respond to emerging programme needs and strengthen data-driven decision-making for meningitis surveillance and response.
KEY RESPONSIBILITIES
- Support the planning and implementation of enhanced surveillance for CSM in selected LGAs.
- Support biweekly data quality monitoring of enhanced-surveillance data and the linkage of laboratory results to surveillance records.
- Support the annual national and subnational data-validation workshop for CSM surveillance and laboratory data.
- Facilitate capacity building for national, state, and LGA officers on SORMAS and data management, particularly in the project focus states (Jigawa, Yobe, Gombe, Adamawa, Kebbi and Sokoto).
- Support routine review of SORMAS data and dashboards to identify data quality gaps, analyze findings, and provide timely feedback for corrective action.
- Support the analysis of surveillance and laboratory data for vaccine-effectiveness and vaccination-impact assessments and contribute to the annual meningitis surveillance report.
- Support the NCDC meningitis Technical Working Group and, when activated, the Emergency Operations Centre with epidemiological analysis, interpretation of surveillance trends, mapping of affected areas and monitoring of response indicators.
- Translate programme and user requirements into practical digital and data solutions.
- Work closely with government counterparts to understand information needs and provide appropriate data and digital solutions.
- Support user testing, deployment, troubleshooting, and continuous improvement of digital tools.
- Develop technical documentation, user guides, and other relevant materials.
- Conduct data analysis, interpretation, and triangulation to generate actionable programme insights.
- Develop and maintain data visualizations, dashboards, and other data-use products.
- Provide technical support and capacity building to government and programme teams on data use, visualization, and digital tools.
- Contribute to innovation and the adoption of technology to improve data collection, reporting, analysis, and use.
